Governance plan

Spain’s Recovery, Transformation and Resilience Plan (PRTR) is a country project. It requires the contribution of all social and economic actors, all levels of government, and all the resources in the public administration.

In order to ensure transparency, coherence and continuity, a governance system is needed. This is defined in Royal Decree/Law 36/2020.

The governance model set out in the above-mentioned law is aimed at facilitating decision making and ensuring an effective control and audit of the funds.

Royal Decree/Law 36/2020 also defines a governance structure, comprised of the following agencies:

  • Recovery, Transformation and Resilience Committee. Led by the President of the Government of Spain, it includes representatives of every ministry. It is in charge of PRTR coordination and management.
  • Technical Committee. It is made up of up to twenty members with skills and expertise in EU fund management and other areas relevant to PRTR management.
  • Follow-Up Unit. Following up on the recovery and resilience plan, it reports to the Presidency of the Government.
  • PRTR Sector Conference. It is the cooperation agency between the National Governments and the autonomous communities. It helps steer regional participation in the PRTR projects adequately, and establish cooperation mechanisms and channels for their implementation. Chaired by the Minister of Finance, it also includes advisors specialising in each area from every autonomous community, as well as from the autonomous cities of Ceuta and Melilla.
  • Head of the Recovery and Resilience Facility. It is part of the General Secretariat for European Funds at the Ministry of Finance, which reports to European institutions.
  • Monitoring Body of the Recovery and Resilience Facility. It belongs to the General State Comptroller (IGAE). One of this body’s functions will be to implement a financial management system for the effective control and audit of the funds, interoperable with EU systems.

How is Navarra involved in the recovery and resilience plan?

There are two forms of participation for autonomous communities. On the one hand, the PRTR Sector Conference and the sector conferences set up by individual ministries. On the other, the royal decrees awarding the grants directly.

Moreover, the various departments of the Government of Navarra are in charge of planning, managing and monitoring the implementation of subprojects in their areas, sometimes with the help of instrumental or supporting agencies.

Within the Department of Economy and Finance, the Directorate-General for the Economy and NextGenerationEU is in charge of the general coordination and of the dialogue with the Spanish Ministry of Finance and Civil Service within the state agencies established to this effect.
