Why an anti-fraud programme?

Anti-fraud programmes are implemented to combat corruption, avoid conflicts of interests, and prevent double funding by way of subsidies and state aid.

In the case of NextGenerationEU and the Recovery, Transformation and Resilience Plan (PRTR), Regulation (EU) 2021/241 of the European Parliament and of the Council, establishing the Recovery and Resilience Facility, states that “the financial interests of the Union are to be protected by means of proportionate measures, including measures relating to the prevention, detection, correction and investigation of fraud, corruption and conflicts of interests, and, where appropriate, the imposition of administrative penalties” (Article 72).

What is Navarra’s approach?

In order to fulfil this obligation, the Government of Navarra has prepared a Code of Good Governance that is applicable to all government officials and the members of the senior civil service.

In addition, an Anti-Fraud Model Plan has been approved for the management of the projects funded by the Recovery and Resilience Facility (RRF) within the framework of the Recovery, Transformation and Resilience Plan (PRTR).

Whistleblowing system

 Anyone who is aware of acts that may constitute malfeasance or fraud can report said acts to the relevant authorities.

Two channels are available for this: they can either fill in a form with the National Anti-Fraud Coordination Service or contact the Navarra Good Governance and Anti-Corruption Bureau through the whistleblowing mailbox.
